"With 30-year mortgage rates nearing 7%, many would-be homebuyers are finding luxury, highly-amenitized build-to-rent communities like Sonoran Vista to be a superior, more flexible option for getting into a new home." Randy Grudzinski, a partner at the Empire Group, said that in a September 30 announcement from Värde Partners. Värde had just closed a $65.5 million loan to fund lease-up at Village at Sonoran Vista, a 240-home rental community about three miles from TSMC Arizona's campus.
The sentence is a sales pitch, but it also describes how this corridor works right now. Near I-17 and Loop 303, investors and builders want the same people who might otherwise buy a resale home, and they are pitching those people on monthly payments, not on price. For anyone buying or selling in North Phoenix this fall, the chip plant is a long-term story. The near-term terms come from rental lease-ups and builder incentives.
Most coverage of the area focuses on future jobs. The rental projects already delivered, under construction or scheduled tell you more about the next two years.
| Project | Developer or owner | Type | Size | Status |
|---|---|---|---|---|
| Village at Sonoran Vista, Deer Valley | Empire Group | Single-family build-to-rent | 240 homes | Completed January 2026, in lease-up |
| Sonoran Row, 2800 W. Sonoran Desert Drive | Soltrust | Rental townhomes | 259 homes | Mark-Taylor Residential selected as manager |
| Alta Dove Valley | Not specified | Apartments | 380 units | Delivered May 2026 |
| Inspire Sonoran Desert | Not specified | Apartments | 560 units | Under construction, Q1 2027 delivery |
| NOVEL Norterra, near I-17 and Jomax Road | Crescent Communities | Four-story apartments | 248 units | Construction scheduled to start July 2026, first move-ins spring 2028 |
That comes to roughly 1,700 rental homes and apartments finished, under construction, or scheduled to start. Put it next to TSMC's own numbers. The company's Arizona page lists more than 3,500 employees today. It says its first three fabs will account for 6,000 direct high-tech jobs, with Fab 2 volume production targeted for the second half of 2027 and Fab 3 by the end of the decade. The rental supply was built for the workforce expected later in the decade. It is leasing up against the workforce that exists in 2026.
The same pattern shows up across the metro. Yardi Matrix's October report put average Phoenix asking rents at $1,529, down 2.1% year over year. It counted 9,149 apartment completions through July 2026 and 24,400 units still under construction. For single-family rentals, Rentometer data cited in Colliers' July 30 brief put the Phoenix three-bedroom asking rent at $2,200 in July 2026, down 2.2% year over year.
Rentals can be financed, built and leased on a schedule tied to an investor's capital. For-sale master plans have to wait for rezoning, roads and utilities. Here is where the ownership side stands as of late October 2026:
At full build-out, Greater Phoenix Economic Council President Christine Mackay told AZFamily, the Halo Vista area could employ "about 60 to 80,000 people." That demand builds over decades. Much of the rental supply is already open or under construction.
In the Phoenix REALTORS September report, published October 20, the median sales price in the city of Phoenix fell 3.5% year over year, from $502,500 to $485,000. Pending sales in Phoenix fell 37.3% from September 2025. Across Greater Phoenix, the September single-family median was $475,000, down 2.1%. Inventory rose 6.7% even though fewer homes were newly listed, and months of supply reached 4.3, up from 4.0 a year earlier.
The figures closest to the campus point the same way. The Cromford Report's rankings for October 20, 2026 show the rolling annual median price per square foot down 0.9% in Phoenix, 2.3% in Anthem and 2.4% in Peoria. Those are annual price-per-square-foot measures for whole cities, not neighborhood sale prices. None of them shows a premium for being near what AZFamily described as TSMC's $165 billion investment in north Phoenix.
This is where the friction shows up in a real transaction. A seller in Norterra, Stetson Valley or Sonoran Foothills is not only being compared with the house down the street. Buyers are also weighing new construction and new rentals nearby.
The builder with an in-house lender. Taylor Morrison's Verdin Discovery Collection at 1923 E. Cedar Ridge Road starts at $700,990. It advertises a 5.25% rate, 5.36% APR, plus up to $8,000 toward closing costs on eligible quick-move-in homes financed through Taylor Morrison Home Funding. The Verdin Passage Collection at 1640 E. Dew Drop Trail starts at $767,990 and advertises 4.99%, 5.07% APR, on the same terms.
The builder with cash to spend. K. Hovnanian's Serenity at Sonoran Foothills at 2560 W. Gloria Lane sells townhomes from the mid-$400s, with 1,837 to 2,673 square feet and three to four bedrooms. The page lists 10 move-in-ready homes, including one at $457,200, and shows "Flex Cash up to $95k." These offers are as advertised in October 2026. Builder pages change often and don't show the full conditions, so confirm eligibility and end dates with each builder directly.
The landlord in lease-up. Village at Sonoran Vista markets single-story detached homes with private garages, a clubhouse, a pool, a fitness center and a dog park. Värde describes it as "single-family living without the cost of ownership."
A resale seller can't match a builder's in-house rate. What a seller can offer is a concession, and Phoenix REALTORS board president Sammy Glassman described that tool in the September report. Buyers may use concessions "to buy down their rate or reduce upfront costs," he said, while sellers can use them "to compete more effectively, especially when resale homes are being compared with new construction." Greater Phoenix sellers received 98.1% of list price in September, the same as a year earlier, and the report says buyers kept negotiating concessions to cover transaction costs.
So near the campus, two homes with the same list price can carry very different monthly payments. A buyer's real comparison is the payment after incentives, credits and rate. A seller's real pricing question is what that payment looks like next to a 4.99% quick-move-in in the same part of North Phoenix. Rate buydowns, lender-tied incentives and concession limits all depend on the loan program and the buyer's file. This post is general information, not financial or legal advice, so confirm the specifics with your lender and the appropriate professional.
There are three dates to watch, in order. The Solis at Norterra hearing on November 5 will show how quickly smaller for-sale projects near the campus can clear zoning. Halo Vista's first vertical construction could start in 2027. TSMC's Fab 2 volume production is targeted for the second half of 2027, a step toward the 6,000 direct jobs TSMC expects from its first three fabs. Until those arrive, the rentals already built will keep competing for the same households a resale listing is trying to reach.
Has TSMC raised home prices in North Phoenix? The September 2026 data doesn't show it. The city of Phoenix median fell 3.5% year over year to $485,000, and Cromford's October 20 annual price-per-square-foot figures were down in Phoenix, Anthem and Peoria.
Where are the new for-sale homes near the campus? Builder communities such as Serenity at Sonoran Foothills and Taylor Morrison's Verdin collections in 85085 are selling now. The large master plans, NorthPark and Halo Vista, have no published home release dates.
Will the I-17 and Loop 303 construction affect daily driving? ADOT expects the project to take about two and a half years from its January 2026 start. A 15-foot height restriction is in place through early December.
